Economic Restructuring strengthens a community's existing economic assets while expanding and diversifying its economic base. The Main Street program helps sharpen the competitiveness of existing business owners and recruits compatible new businesses and new economic uses to build a commercial district that responds to today's consumers' needs. Converting unused or underused commercial space into economically productive property also helps boost the profitability of the district.

Additionally, WDDI's Board of Directors and Economic Restructuring committee take a pro-active role in addressing issues that potentially impact the economic health and growth of the central business district.

  • Created and published cluster analysis of downtown businesses.
  • Funded downtown parking study, submitted recommendations to city council for changes to parking ordinances n Implemented.
  • Conducted and published customer “on the street” market survey in downtown.
  • Conducted and published traffic survey for several downtown intersections.
  • Drafted and presented plan to develop City of Waynesboro tourism program that resulted in the creation of the Waynesboro Office of Tourism.
  • Drafted 2nd story residency by-right ordinance, submitted to city council n Gained approval.
  • Created, implemented and funded theil it become a 501c4
    • This was an ER project designed to highlight the economic value of the South River
  • Developed and published comprehensive market study using the 2000 census data.
  • Created and published How To Start A Business in Downtown Waynesboro and How To Move Your Business To Downtown Waynesboro brochures.
  • Defined and pursued New Market Tax Credits for downtown projects, developed expertise on the process, developed partnerships with CDEs.
  • Funded and solicited downtown flood mitigation and downtown development feasibility study which resulted in the Riverfront Commons feasibility study.
  • Identified, pursued and gained acceptance of Riverfront Commons by a qualified developer.
  • Published Economic Impact of Performing Arts Center white paper.
  • Published the Eonomic Restructuring Position white paper.
  • Partnering with the Office of Economic development on the CDBG submission process.
